Oqood is the Dubai Land Department's (DLD) registration system for off-plan property. When you buy from a developer before completion, your purchase is registered in Oqood and you receive an Oqood certificate — the official record that the unit is yours while the building is under construction.
Why it matters
- It protects you as the buyer: the unit is registered in your name and cannot be sold to someone else.
- It is needed to resell (assign) the unit before completion, where the developer allows it.
- Banks may require it for off-plan financing.
Costs
The main cost is the DLD fee of 4% of the purchase price, plus registration/admin fees usually collected through the developer.
After completion
When the building is completed and you pay the final instalment, the Oqood registration is converted into a title deed in your name.
I make sure every client's purchase is registered correctly and on time.
